How do these seal? For example, do they have glue on the flap that you have to wet, or self-sealing adhesive on the flap and envelope, or some other approach?

Simply wet the glue line and press down the flap to keep the license plate securely enclosed in this heavy weight paper envelope that’s the perfect size.
